August 13, 2025 Follow-Up, Colonial Commons Sewer Replacement Project

RE: PENNS COMMONS SANITARY SEWER REPLACEMENT PROJECT

Dear Property Owner:

As a follow-up to previous communication, Newtown, Bucks County, Joint Municipal Authority will be replacing the sanitary sewer lines in Justice Drive and Liberty Drive. This work is scheduled to begin in mid-September 2025.

You may recall from a prior notice, the Sewer Authority will be replacing the existing sewer lines in the roadway as well as the sewer lateral from the sanitary sewer main to the property line or right-of-way.
There may be short periods of time when the Authority’s Contractor will inform you that no use of the sanitary facilities in your home will be possible. These inconveniences will be as minimal as possible.

The Authority will also perform an internal video inspection of the 4-inch building sewer line on your property from the cleanout to the wall of your house. Excavation of the ground is not necessary to perform this video inspection. The purpose of the inspection is to determine if Inflow and Infiltration
(a) are entering the sewer line. Our prior letter briefly explained the impact of lal on the sanitary sewer system and how it costs you money. The sources of 1&l are primarily rainwater runoff, ground water entering the sanitary sewer system through defects in the pipe, or illegal connections sump pumps, downspouts, etc.).

If it is determined that the 4-inch line from your house is leaking and allowing l&l into the system, the Authority, with your permission, will repair the leak or replace the line. This work will be done at no cost to you, the property owner. Only the 4-inch lines that, in the opinion of the Sewer Authority, are a contributing factor to l&l will be repaired or replaced.

Once the work is complete, the roads and property affected by the work will be repaved and restored as closely as possible to pre-construction condition. Any trees or plants removed to allow the lateral or building sewer construction will not be replaced. We will contact you if it is determined that any significant trees or plantings will be impacted prior to removal.
