Colonial Commons / Penns Commons Sanitary Sewer Replacement Project
The Newtown, Bucks County, Joint Municipal Authority (NBCJMA) is moving forward with a comprehensive sewer infrastructure improvement project in the Colonial Commons (Penns Commons) neighborhood. This work is essential to maintaining and enhancing the reliability of our sanitary sewer system.
Project Overview:
- Sewer Mainline Replacement & Rehabilitation: The existing terra-cotta (clay) sewer pipes, originally installed decades ago and prone to cracks and groundwater intrusion, will be replaced with durable ductile iron piping. This change was part of the original plan and remains a central focus of the project.
- Lateral Replacement: All Authority-owned 6-inch laterals (running from the sewer main to the property line or right-of-way) will be replaced. As an addition to our original notice, the Authority will now also perform video inspections of homeowner-owned 4-inch building sewers (from the cleanout to the home). If these lines are found to be leaking or contributing to inflow and infiltration (I&I), the Authority, with the homeowner’s permission, will repair or replace them at no cost to the homeowner.
- Manhole Upgrades: As previously communicated, manholes throughout the project area will be upgraded to improve access, durability, and system reliability.
- Restoration: Once the sewer work is complete, roads, driveways, and lawns affected by construction will be repaved and restored as close as possible to pre-construction condition. Please note that trees or plantings removed to access sewer lines will not be replaced, though the Authority will contact property owners if significant trees or plantings may be impacted.
Schedule & Impact
- Updated Start Date: Originally scheduled to begin in July or August 2025, construction is now expected to begin in mid-September 2025, starting along Justice Drive and Liberty Drive.
- Temporary Disruptions: As noted previously, construction will proceed in phases. During certain short periods, homeowners may be asked not to use sanitary facilities until notified by the Authority’s contractor. These inconveniences will be kept to a minimum.
